Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana peraturan pemerintah tentang standar kualifikasi akademik dan kompetensi guru Madrasah Ibtidaiyah sudah dilaksanakan oleh lembaga pendidikan, baik di Kementrian Agama maupun di Sekolah. Metode yang digunakan dalam penelitian ini adalah bersifat kualitatif dengan cara pengumpulan data melalui wawancara dan studi dokumen. Wawancara dilakukan kepada Kepala Madrasah Ibtidaiyah dan guru-guru di Kecamatan Rawalumbu Kota Bekasi. Hasil dari penelitian ini, menunjukan bahwa kebijakan pemerintah tentang standar kualifikasi akademik dan kompetensi guru belum terlaksana dengan baik dan ada beberapa faktor yang menyebabkan terhambatnya proses implementasi, yaitu: Proses verifikasi data yang dilakukan saat penerimaan tenaga pendidik baru, tidak dilakukan secara maksimal sesuai standar yang diharapkan. Di samping, kurangnya pengawasan dari lembaga pemerintahan, dan ada juga problem kesenjangan data, yakni: Jumlah guru yang berlatar belakang Pendidikan Guru Sekolah Dasar atau Pendidikan Guru Madrasah Ibtidaiyah dari kementerian agama tidak berkeseinambung dengan kebutuhan yang ada di Sekolah.

Abstract. This study aims to determine the extent to which government regulations regarding academic qualification standards and competence of Madrasah Ibtidaiyah teachers have been implemented by educational institutions, both at the Ministry of Religion and at schools. The method used in this research is qualitative in nature by collecting data through interviews and document studies. Interviews were conducted with the Head of Madrasah Ibtidaiyah and teachers in Rawalumbu District, Bekasi City. The results of this study indicate that government policies regarding academic qualification standards and teacher competencies have not been implemented properly and there are several factors that have hampered the implementation process, namely: The data verification process carried out at the time of hiring new educators, was not carried out optimally according to the standards set. expected. In addition, there is a lack of oversight from government agencies, and there is also the problem of data gaps, namely: The number of teachers with a background in Elementary School Teacher Education or Madrasah Ibtidaiyah Teacher Education from the ministry of religion is not in line with the needs in schools.
